The IMO Sub-Committee on Implementation of IMO Instruments (III) held its 10th session from July 22 to 26, 2024.

The Sub-Committee on Implementation of IMO Instruments (III) brings together flag, port and coastal States to consider implementation issues, including the analysis of consolidated audit summary reports from the mandatory IMO Member state Audit Scheme.

The Sub-Committee has a key role in casualty analysis and issuing lessons learned from marine incidents.

This Brief provides an overview of the significant issues discussed at this session, including:

  • Eviewing accident reports to identify lessons learned and areas for improving safety practices across the maritime industry.
  • Updating the Harmonized System of Survey and Certification (HSSC) guidelines for conducting remote surveys of ships.
  • Addressing issues around the availability and capacity of port reception facilities, especially for garbage disposal from ships, because the inadequate capacity of port facilities creates challenges in the ships’ garbage management.
  • Considering revisions to the forms and documentation requirements in the Appendix to the International Safety Management (ISM) Code. Specifically, explore whether additional verification is needed when adding new ship types to an existing Document of Compliance (DoC) under the ‘other cargo ship’ category.
