Panamanian Bulk Carrier Blocked in Pozzallo by PSC – Italy

Number of ships inspected since the beginning of 2025 has risen to 8, 3 of which have been detained due to critical issues regarding safety, crew working conditions and environmental protection.

The bulk carrier Pom, flying the Panamanian flag, was subjected to a detention order in the port of Pozzallo in Italy following a prolonged and complex inspection activity conducted by the Port State Control Unit  ( PSC ) of the Port Authority – Coast Guard of Pozzallo according to Sipping Italy

Under the ( Paris  MoU ) on Port State Control

The inspection, carried out under the Paris Memorandum ( Paris  MoU ) on Port State Control, revealed an overall picture of serious deficiencies: a total of 19 (nineteen) non-conformities were found, 9 (nine) of which justified the immediate detention of the vessel.The main critical issues concerned the inadequacy of fire-fighting equipment, poor training of on-board personnel and living and working conditions not in line with the standards set by international conventions.

Until are completely resolved

The measure will remain in force until the anomalies highlighted are completely resolved and the subsequent verification by the Maritime Authority. The measure, of an extraordinary nature, is adopted to guarantee adequate levels of navigation safety, protection of the marine environment and protection of human life at sea.

The action is part of a broader program of systematic checks carried out by specialized personnel of the Pozzallo Coast Guard, aimed at verifying compliance with current legislation by naval units calling at the port.With this activity, the number of ships inspected since the beginning of 2025 has risen to 8, 3 of which have been detained due to critical issues regarding safety, crew working conditions and environmental protection.

In the coming months, inspections will continue with particular attention to “sub-standard” units, i.e. those ships that do not meet the minimum safety requirements imposed by international regulations, representing a potential danger for the community and the marine ecosystem.

It is noteworthy that the Port of Pozzallo is the major port of the province of Ragusa on the Mediterranean coast of Sicily and is one of the most important harbours on the island. The port was initially designed for a volume of goods of only 500.000 tons a year but today it has risen to over 1.500.000 tons. The port is located at the western end of Pozzallo, which is 50 nautical miles (93 km) from Malta. It is well placed for connections to north Africa.
