The Savona Coast Guard intervened, as part of the functions of Port State Control, to stop a foreign-flagged bulker in the Ligurian airport. It would be the Turkish Mavi Vatan.
The Psc Nucleus
“The Psc Nucleus, Port State Control, of the Port Authority of Savona, following a long and complex inspection activity on board a foreign-flagged bulking ship, has issued the provision of ‘detention’ that will last until the restoration of the full safety conditions of the unit.
Paris MoU
The inspection, carried out as part of the international agreement on navigation safety controls, known as Paris MoU (Memorandum of Understanding in Paris in 1988), has brought out serious and numerous regulatory violations, in particular as regards the efficiency and readiness of the fire equipment, the preparation of the crew and the updating of the nautical cartography on board, reasons why, in order to leave the Savonese port, the ship will have to solve the irregularities.
PSC Unit
“The ‘detention’ of the ship is an exceptional but sometimes necessary measure to ensure the protection of human life at sea as well as the safety of navigation and the marine environment. This measure, in addition to providing obvious economic losses, determines negative consequences for the Owner and for the Ship Management Company” added the Captaincy, thus concluding: “The inspection carried out on the cargo ship is in addition to the inspections carried out during the year 2024 by the PSC Unit of the Port Authority – Savona Coast Guard to ensure compliance with Italian and international regulations in the field of navigation safety and which have entailed the need for the start of the city.
