The new platform will elevate Mozambique to third place among African liquefied natural gas producers

An international call for expressions of interest regarding the construction and installation of a third floating liquefied natural gas (FLNG) unit has been launched by Mozambique Rovuma Venture, which is led by Eni. The call for expressions of interest says that the consortium headed by the Italian oil company is on the lookout for companies that might be interested in a big, new FLNG project. If they are interested, the EPCIC (Engineering, Procurement, Construction, Installation, and Commissioning) contract could be theirs for the taking. The unit will be installed in the deep waters of Area 4 of the Rovuma Basin, off the coast of Cabo Delgado, and will have an annual liquefaction capacity of up to six million metric tonnes (mtpa).

The Tender

This tender, which was opened on 3 July, covers the full delivery of the FLNG unit, including design, procurement, construction, transportation, mooring, commissioning, operational start-up, and performance testing, for deployment in waters approximately 2,000 metres deep.

A third FLNG project in Mozambique with Eni

To be considered, bidders showed that they have worked on FLNG projects or comparable offshore initiatives in the last ten years. They presented technological solutions for liquefaction and identified the suppliers for the mooring and storage systems that will be used on the future platform. This tender follows Eni's confirmation of its evaluation of the progress of a third FLNG project in Mozambique, following Coral Sul (in production since 2022) and Coral Norte (for which the final investment decision was signed in October 2025).

The Rovuma Basin has "significant natural gas reserves

Eni has said that the Rovuma Basin has "significant natural gas reserves". These not only allow ongoing projects to be carried out, but also create opportunities for new developments. Against this backdrop, Eni is currently evaluating the possibility of proceeding with a third project based on FLNG technology, the success of which has been demonstrated by the Coral Sul FLNG project.

The second unit, Coral North, which represents an investment of $7.2 billion (£5.8 billion), is expected to come online in 2028, doubling Area 4’s LNG production capacity.

Coral South has completed over 120 LNG shipments

The new platform will elevate Mozambique to third place among African liquefied natural gas producers, behind Nigeria and Algeria, according to Eni CEO Claudio Descalzi. This is in response to the signing of the final investment decision for Coral North in Maputo. Eni has stated that Coral South has completed over 120 LNG shipments since production began and is expected to generate around $16 billion (€13.7 billion) in tax revenue over the project's lifetime.

 MRV is representing the concessionaires in Area 4 of the Rovuma 

It is anticipated that Coral Norte will provide roughly $23 billion (€20.1 billion) in tax revenue to the Mozambican state over the course of its 30-year operational lifetime. MRV is the entity representing the concessionaires in Area 4 of the Rovuma Basin. These include Eni, the National Hydrocarbons Company (ENH), China's CNPC, South Korea's KOGAS, and the UAE's ExxonMobil (through its subsidiary).

Three approved megaprojects for the development of natural gas

Three approved megaprojects for the development of natural gas reserves in the Rovuma Basin, which is considered one of the largest in the world, have been announced in Mozambique. These include TotalEnergies' Mozambique LNG project, which has resumed following a suspension of several years due to insecurity in Cabo Delgado, and the ExxonMobil-led Rovuma LNG project, for which a final investment decision is expected by the end of the year.
