Riyadh MoU is one of the world's regional and international memoranda aimed at establishing a ship inspection and control body.under the auspices of  (IMO). 

The Saudi Ports Authority (Mawani) hosted the 23rd Annual Meeting of the Riyadh Memorandum of Understanding (MOU) on Port State Control, with broad participation from representatives of member states and regional and international maritime organizations, as well as experts and specialists in maritime safety and inspection.

This meeting is considered one of the most important regional events in the field of maritime safety, bringing together stakeholders to exchange experiences, discuss common challenges, and review the latest international practices in port inspection. This contributes to raising the level of compliance with international maritime conventions and improving the quality of port operations. Since its inception, the Riyadh MOU has aimed to unify the system of port state control and inspection among member states, ensuring the application of standardized procedures that comply with approved international standards.

Enhance the efficiency of port state inspectors 

It also seeks to enhance the efficiency of port state inspectors through advanced training programs and to build national and regional capacities capable of addressing technological and legislative developments in the maritime sector. Furthermore, the MOU works to reduce the number of substandard vessels that may pose risks to the marine environment and the safety of life and property, by strengthening inspection procedures and ensuring vessel compliance with international conventions, as part of member states' efforts to improve the quality of their maritime fleets. 

Developing a safer and more efficient maritime environment. 

The meeting also focuses on enhancing maritime safety by applying the highest technical standards to vessels and discussing the latest technologies used in inspection operations, including digitalization, data analytics, and risk management systems. This contributes to developing a safer and more efficient maritime environment.

The hosting of the meeting by the Saudi Ports Authority (Mawani) reflects its commitment to its leading role in supporting regional and international efforts aimed at developing the maritime sector, enhancing the competitiveness of the Kingdom's ports, and raising the level of compliance with global standards, in line with the objectives of the National Transport and Logistics Strategy under Saudi Vision 2030.

It is worth noting that the Riyadh Memorandum of Understanding ( MoU ) is one of the world's regional and international memoranda aimed at establishing a ship inspection and control body. It was established in 2004 at a meeting of member states held in Riyadh and was signed under the auspices of the International Maritime Organization (IMO). The Kingdom of Saudi Arabia  ( KSA ) has chaired the body since 2021.
