Eight European cities are competing with Rome to host the headquarters of the future European Union Customs Authority, the location of which will be decided next month
It is noteworthy that Italy’s candidacy to host the headquarters of the new European Customs Authority (EUCA) in Rome was officially presented today in Brussels at the residence of the Italian Ambassador to Belgium. Supporting Rome’s bid were Minister of Economy and Finance Giancarlo Giorgetti, Minister of Agriculture Francesco Lollobrigida, Mayor of Rome Roberto Gualtieri, ADM (Customs and Monopolies Agency) Director Roberto Alesse, and Filiera Italia CEO Luigi Scordamaglia. The event was hosted by Ambassadors Federica Favi and Vincenzo Celeste, with opening remarks including a video message from Foreign Minister Antonio Tajan

The European Union Customs Authority ( EUCA ) explains a Customs statement, "represents the cornerstone of the Customs Union Reform proposed by the European Commission to meet the challenges of global trade and e-commerce." Among its strengths, Italy boasts one of the most consolidated and modern customs administrations in the world, which manages "a significant share of commercial traffic in the Mediterranean."
Rome's candidacy, the press release continues, "is supported by a technical-administrative vision that focuses on the integration of logistics, security, and technological innovation," also considering the close coordination with the Guardia di Finanza, which allows for excellent control of trade flows and the fight against fraud. Other strengths include the interoperability of ADM systems and the digitalization of customs processes.
In addition to Rome, Liège (Belgium), Malaga (Spain), Lille (France), Zagreb (Croatia), The Hague (Netherlands), Warsaw (Poland), Porto (Portugal), and Bucharest (Romania) have already come forward as potential EUCA locations.The future EUCA location is expected to be identified next month, following the assessments made in a co-decision process by the European Parliament and the Council of the EU.
The new Authority, established under the European customs reform, will be tasked with harmonizing procedures and coordinating risk analysis and operational activities among Member States’ administrations. Italy’s strategic proposal to nominate Rome - an iconic city renowned worldwide for its history, culture and art, and today embodying a strong modern vision and clear international vocation - builds on the expertise of the Italian Customs and Monopolies Agency, recognized as one of Europe’s most advanced in digitalization, data integration, fraud prevention and implementation of the Union Customs Code.
The European Union Customs Authority (EUCA) is a new, specialized EU agency proposed in 2023 and currently under development to modernize, centralize, and streamline customs operations across all 27 Member States. It will manage a new EU Customs Data Hub, coordinate risk management, and harmonize border controls to enhance security, reduce fraud, and ease the administrative burden on businesses.
