The eighth edition assesses ship managers across dry bulk, general cargo, tanker, LNG, LPG and container vessel segments, using more than 203,000 Port State Control inspections conducted worldwide during the 36 months from 1 July 2023 to 30 June 2026.
The initiative aims to improve transparency across the PSC ecosystem, promote continuous improvement and give greater visibility to smaller managers whose strong performance may not receive the same attention as that of larger industry players.
RiSK4SEA has mapped the wider PSC ecosystem, including inspection stations, vessels, ship managers and individual PSC inspections. This has been done to develop a practical and verifiable benchmarking methodology. Within each vessel segment, benchmarked managers are grouped into small, medium and large inspection pools according to the number of inspections they have undergone. This allows organisations to be evaluated against their peers, who have a similar level of regulatory exposure.
The July edition confirms that strong PSC performance is based on consistency rather than isolated results. Compared with the previous edition, there is continuity among several high performers who have been established for some time, alongside changes in benchmarking scores, rankings and inspection exposure, as the rolling 36-month dataset advances.
The RiSK4SEA score is a measure of an organisation's performance in relation to other similar managers. A score of 0% indicates the lowest performance, 50% is average, and 100% represents the highest. The methodology incorporates geotagged inspection data and takes into account the relevant ship type, fleet segment and age of the vessel.

The July findings also show that strong PSC performance cannot be attributed solely to fleet size or inspection exposure. Several managers in the smaller inspection pools achieved a benchmarking score of 100%. These were Dramar Denizcilik Ticaret in the Handysize segment, GFS Ship Management in the Handymax segment, and Unimor Shipping Agency in the Supramax segment.
Meanwhile, JR Orion Services, Unibros Shipping and Waibert Navigation achieved a score of 100% in the small product tanker category. Sea Hawk Maritime, Pleiades Shipping Agents, Borealis Denizcilik and Ionia Management reached a score of 100% in the MR1/MR2 segment.
Larger inspection pools also demonstrated strong performance. Glory Navigation achieved a 100% score following 85 general cargo inspections; Smart Tankers recorded a 100% score across 29 small product tanker inspections; and Minerva Gas achieved a 100% score following 23 LNG carrier inspections. General cargo represented the largest dataset in the July report, covering 41,960 inspections. This was followed by Supramax bulk carriers, which accounted for 27,189 inspections, and large container vessels, which accounted for 24,067 inspections.
.The latest edition of the PSC Resilient 50 initiative has been announced by RiSK4SEA, in addition to the Top PSC Performers List. The initiative's complementary ranking recognises the 50 ship managers who have completed the most PSC inspections without experiencing a detention, and acknowledges organisations that have demonstrated resilience in the face of repeated regulatory scrutiny.
RiSK4SEA intends to update and circulate the rankings quarterly, using a rolling 36-month dataset to monitor changes in PSC performance, promote safety excellence, and recognize consistent operational performance across the industry.
